Building Kuwait’s Infrastructure Future: PPP Successes and Next-Phase Projects
At the ASAR Conference 2025, Manal Al Mutairi of KAPP shared how Kuwait’s public-private partnership (PPP) model is shaping the country’s infrastructure and driving sustainable economic growth. Her presentation highlighted how collaborative investment continues to transform Kuwait’s essential services—delivering measurable results across energy, water, and public infrastructure.
Award-winning projects and proven results
Al Mutairi showcased flagship PPP initiatives that have earned international recognition for innovation and performance. Among them is Shamal Az Zour, Kuwait’s first independent power and water plant, winner of the 2023 Starz Award for Power Best Performer. She also highlighted the Umm Al-Hayman wastewater treatment plant, a large-scale facility recognised with multiple global honours including the 2020 Infrastructure Journal Global Award, Energy of the Year 2024, and the Global Water Award 2024. Together, these projects illustrate how strategic partnerships are helping Kuwait modernise vital infrastructure and achieve operational excellence.
Encouraging private investment in public assets
Beyond large-scale utilities, KAPP continues to create opportunities for private-sector participation through innovative investment models. Five state-owned properties were recently offered for development, generating over nine million Kuwaiti Dinars – more than 50 times the original investment. Among these is Kuwait’s first integrated highway rest area project, which blends convenience, commercial potential, and public benefit.
Powering sustainability and future growth
Looking ahead, KAPP is advancing major energy initiatives, such as Az Zour Phases 2 and 3 and the Shagaya Renewable Energy Park. Together, these projects will add substantial generation capacity and support Kuwait’s transition toward cleaner, more sustainable energy. This forward momentum reflects KAPP’s continued focus on balancing growth with long-term environmental and social responsibility
