ASAR Conference Insight Series 1: Strengthening Kuwait’s PPP Framework for Growth

Kuwait’s PPP Momentum: A Renewed Pathway for National Development.

Kuwait’s development ambitions continue to place Public Private Partnerships (PPPs) at the center of its national growth agenda. Opening ASAR Conference 2025, Asma Al Mousa, Acting Director General of Kuwait Authority for Partnership Projects (KAPP), outlined Kuwait’s renewed strategy to strengthen and expand its PPP framework as a key driver of sustainable infrastructure delivery.  

Renewing the PPP agenda  

Al Mousa began by noting that PPPs in Kuwait are regaining strong momentum, backed by institutional commitment, government support, and growing investor confidence. The Authority, she said, is focused on enhancing technical, administrative, and legal capacities to align PPPs fully with Kuwait’s long-term development priorities and international best practice.  

Energy as a central focus  

She identified power generation as one of KAPP’s main areas of concentration, encompassing both conventional and renewable projects. Major initiatives such as Az Zour North Phases 2 and 3 and the Shagaya Renewable Energy Park illustrate Kuwait’s commitment to a balanced, sustainable energy mix. In partnership with the Ministry of Electricity, Water and Renewable Energy, KAPP aims to strengthen national energy security and meet rising demand while advancing environmental goals.  

Expanding beyond infrastructure  

Al Mousa also revealed that the Authority’s approach is being replicated across multiple sectors. A broad package of new PPP projects – extending into social infrastructure and service delivery – is under preparation to enhance quality of life for citizens and promote technological advancement, institutional cooperation, and human-capital growth.  

Building effective partnerships  

She emphasized that Kuwait’s development aspirations depend on genuine collaboration between the public and private sectors. The State, she noted, relies on private enterprises to bring technical and financial expertise to complex projects, while KAPP’s role is to ensure transparency, competitiveness, and sustainable returns for investors.

Through a strengthened legal and institutional framework, Kuwait is positioning PPPs as a cornerstone of national development – linking infrastructure delivery with sustainable, inclusive growth.
