ASAR Advises Beyon on Kuwait’s Fixed Telecommunications Network Development PPP Project

ASAR acted as sole legal counsel to Beyon, the successful bidder, on Kuwait’s Fixed Telecommunications Network Development Public-Private Partnership (PPP) Project.

Procured by the Kuwait Ministry of Communications and the Kuwait Authority for Partnership Projects (KAPP), the project will deliver a nationwide high-speed fibre broadband network under a design, finance, build, operate, maintain, and transfer PPP model.

The project forms part of Kuwait’s broader infrastructure programme, as the country’s pipeline moves into active procurement and delivery, as outlined in our recent insight.

ASAR advised on the structuring and execution of the transaction, including financing arrangements, project documentation and procurement processes. The mandate required navigation of bankability considerations and Kuwait’s evolving PPP framework.

This engagement means ASAR has now represented either KAPP or project sponsors on all four mega PPP projects successfully procured in Kuwait to date.
